INTRODUCTION

Vietnam Japan University (VJU) opened in Hanoi in September, 2016 with the cooperation of Japan. It is aimed at nurturing human resources for the development of the country. Its gate is opened not only to Vietnamese but also to students all over the world. At first step 7 master courses are established at UJV. One of them is the infrastructure engineering course. After the 2nd generation students studied in Vietnam for 1 year, they came to Japan for the internship training for 3 months from last September to December. Making use of this occasion, JOPCA planned a study tour of Yokohama Port for students of the infrastructure engineering course to learn about the present situation and experience of Japanese ports.

OUTLINE OF STUDY TOUR

The study tour was held on Wednesday October 31, 2018 in cooperation with the Ministry of Land, Infrastructure and Transport Port (MLIT), Port and Airport Department of the Kanto Regional Development Bureau, MLIT, Yokohama City and the University of Tokyo. Among 13 students, 10 students who were studying at the University of Tokyo participated in the tour. The person responsible for the infrastructure engineering course in the Japanese side is Professor Hiroki Kato of the Department of Civil Engineering, Graduate School of Engineering, the University of Tokyo.

LECTURES

In the morning we had two lectures. First, Mr. Mizushima, Section Chief of International Policy Planning Office, Ports and Harbours Bureau, MLIT, lectured on roles of Japanese ports, port administration, management and development system and port development strategy of Japan, entitled "Port System and Policy of Japan".

Next lecture was "Outline of Yokohama Port" by Mr. Orichi, who is Section Chief of Port Policy Coordination Division, Port and Harbor Bureau, Yokohama City. He explained the role of port management body and the development history, the present situation and the future development plan of Yokohama Port.

Students attended very positively and asked many questions.

FIELD TOUR

We had a boat tour of Yokohama Port by port administration boat named "Takashima II", which belongs to Keihin Port Office, the Kanto Regional Development Bureau, MLIT. Mr. Kawada, Director of Keihin Port Office, guided us and explained the construction project of Minami Honmoku Container Terminal which is the largest and deepest container terminal in Japan. Students were overwhelmed by the scale and facilities of Yokohama Port, while enjoying the voyage under fine weather.
After that, we visited Honmoku BC Container Terminal and observed the terminal operation from the management building. Students were highly interested in the advanced container terminal and impressed by the world's highest productivity of gantry cranes. The questions never ceased.

The exchange meeting commemorating the 2nd generation students visiting Japan for internship study was held in Tokyo on November 12. One of the first generation students who participated in the Yokohama Port study tour in 2017 also participated in the meeting and we delighted the reunion. He currently works at a construction consultant in Fukuoka and on behalf of his generation students he made speech at the party. Through such activities as port study tours JOPCA would like to continue working on human resource development in developing countries and creating human networks between developing countries and Japan.
Lastly, JOPCA would like to take this opportunity to thank the Ministry of Land, Infrastructure and Transport, Port and Airport Department of the Kanto Regional Development Bureau, Yokohama City and the University of Tokyo for their cooperation and contribution.
